According to the European Commission, in 2019 Finland issued 782,000 visas to citizens of the Russian Federation. The absolute majority (97%) of them are multi-year visas, as the percentage of refusals is one of the smallest in EU (0.7%).
According to the website Visadio.com, the majority of applications for a Finnish visa to Schengen were submitted in St. Petersburg — almost 645,000 visas. Moscow is in second place — 76,000. Moreover, the Moscow consulate of Finland refuses Russians in a visa more often than the St. Petersburg one: 1.6% of refusals against 0.3%.
Finland is the most popular Schengen country for Russians, but the Finns themselves do not travel to Russia very often.
