Finland issues visas to Russians more often than other countries According to the European Commission, in 2019 Finland issued 782,000 visas to citizens of the Russian Federation. The absolute majority (97%) of them are multi-year visas, as the percentage of refusals is one of the smallest in EU (0.7%). According to the website Visadio.com, the majority of applications for a Finnish visa to Schengen were submitted in St. Petersburg — almost 645,000 visas. Moscow is in second place — 76,000.
